No. Microsoft provides infrastructure redundancy (their servers won't lose your data due to hardware failure) but not backup in the traditional sense. If a user deletes emails, if data passes its retention period, if an admin accidentally wipes an account, or if ransomware encrypts your files — Microsoft's protection doesn't cover you. You need independent backup.
